High Resort Boulevard will be reconstructed from Broadmoor Boulevard to NM 528. Reconstruction includes removing the deteriorating pavement and replacing it with new pavement with a life span of 20 years, removing deteriorating sections of curb and gutter and replacing it with new curb and gutter, updating the current curb ramps to current Americans with Disabilities Act (ADA) standards, replacing the existing sidewalk and asphalt multi-use path with new infrastructure, installing a new potable water line, installing a new recycled water line, and manholes. There are many benefits to reconstructing High Resort Boulevard, but three are: 1) better and more driveable roadway, 2) increased water service to residents, and 3) the expanded recycled water line system will provide landscape irrigation water for roadway landscaping and to open space and park facilities.
The project is being funded by the 2016 General Obligation (G.O.) Bond for roadway improvements in the amount of $4,323,300. In addition, the City's Utility Fund provided $ 1,000,000.00 for the water and recycled water line improvements.
June 2017: A ribbon cutting ceremony was held on June 1, 2017 to celebrate the completion of the High Resort Boulevard Reconstruction Project.
March 2017: Phase 1 has been completed with the new 12" water line being installed with all of the connections to the adjacent neighborhoods. Paving of Phase 2 is underway and is on schedule to be complete by May 2017.
November 2016: Project has begun its construction phase.
September 2016: Project was advertised for bids on September 25, 2016, posting in the Rio Rancho Observer and on the City of Rio Rancho web site.
August 2016: A public meeting has been scheduled for September 6, 2016 at the Loma Colorado Main Library from 6:00 p.m. - 8:00 p.m.
June 2016: Preliminary Design is underway with Final Design scheduled to be complete in September 2016. A public information meeting will be held in August 2016 in order to provide more details on the project to the public. Construction is scheduled to begin in November 2016.
