Councilor Bency has been a resident of Rio Rancho since 1985. He graduate from Alamogordo High School in 1978 and New Mexico State University in 1982 with a degree in Accounting. Attended the University of New Mexico and completed 30 hours of graduate education classes, and in 1991 became a Certified Public Accountant (CPA).
Councilor Bency was a public accountant for six years and then taught Accounting at Central New Mexico Community College for 30 years. He was first elected to the Rio Rancho City Council in 1996 and re-elected in 2000. He was elected to the Sandoval County Commission in 2002, was re-elected in 2006, and served until 2010. Councilor Bency was then elected in 2016 to be the District 6 City Councilor for Rio Rancho.
Councilor Bency was a Rio Rancho High School and Cleveland High School pitching coach for eight years.

- Gross Receipts Investment Program (GRIP) used for the following development projects: Lowe's on Northern; Premiere Cinemas; Petroglyph Medical Plaza, and the Plaza @ Enchanted Hills
- Creation of the Bosque Preserve in Rio Rancho
- Creation of Rio Rancho Pure, the City's Aquifer Injection Program
Councilor Bency was elected as District 6 City Councilor in April 2016 via a runoff election to a four-year term.
The next election for the District 6 City Councilor seat is March 2020. Rio Rancho Governing Body members are elected in non-partisan elections.
