The City of Rio Rancho has been granted funding from the Drinking Water State Revolving Fund Loan (DW–5270) program for the proposed improvements that will greatly enhance the City’s ability to manage its water resources. To ensure future water availability, all of the City's water resources need to be optimized and it is imperative the City continue to seek more efficient means of utilizing all of its available water resources. Site 9 currently includes a well, reservoir, and arsenic treatment facility. The City intends to design and construct the overall required project improvements for Well Site 9 in three phases over a minimum of three years. The City is self-funding the engineering and land acquisition for Phase 1, while pursuing a loan from the United States Army Corps of Engineers for the construction of the 3 MG steel reservoir. The City has committed to a loan in the amount of $15,150,000.00 to finance Phases II and III through the New Mexico Finance Authority (NMFA) Drinking Water Revolving Loan Fund. Phases II and III consist of drilling and equipping a new well, including a new arsenic treatment facility.
The purpose of this public hearing is to present applicable laws and/regulations, to review the technical memorandum and environmental information document, seek public comment, identify issues of concern, present the range of alternatives considered, and enlist public participation in development of the project plan.
